Abstract:税收文化的实质是一个思想、意识的目标体系。其强调以人为本，以“自治”为主，最大限度地发挥人的主观能动性，实现自身价值。其理想目标是由“他律”走向“自律”，由“他治”转为“自治”。所以，应构建我国现代税收文化，促进整个社会各方面的发展。
