摘要:Science and technology assessment is a part of management of science and technology, thought recent years for its overlap with other act of MOT such as technology forecasting assessment is ignored to a certain extent. Modern science and technology assessment theory is important to science and technology for all levels (nation and company).This paper study on the modern science and technology assessment theory, especially on management of assessment process and system construct, for they are play an useful role to MOT and science and technology innovation. Modern science and technology assessment is merely provide information in decision making, the significance of the assessment process is obvious too, so management of assessment process is an important part of modern science and technology assessment theory. Assessment is a dynamic process, include the occasion of assessment (the time to put forward assess), the support and management of information and intelligence, control of assessment program, application of assessment result and the result assessment. Emphasize on the construct of assess system is another important part of modern science and technology assessment theory. Assessment system includes many sub-systems and is supported by many outside systems, but the emphasis is build and management of the assessment information sub-system. Assessment system is not only important to assessment theory and action, but also important to MOT, especially innovation. This paper researches on the management of modern science and technology assessment process and detailedly analyzes the construct of assessment system for different levels.
